VeriFactu: invoicing software that complies

VeriFactu is Spain's rule for the software you invoice with, set by Royal Decree 1007/2023 and Order HAC/1177/2024. Your program must keep a record of every invoice that nobody can quietly edit or delete, each one chained to the one before. In VERI*FACTU mode it sends each record to the tax agency (AEAT) as you invoice and prints a QR code with the legend "Factura verificable en la sede electrónica de la AEAT". In the other mode it keeps the records signed, with an event log, and hands them over when the AEAT asks.

Who has to comply

Who it applies to, and who is left out.

It covers businesses and autónomos who pay income tax or corporation tax in Spain's common territory, Canary Islands, Ceuta and Melilla included. Businesses already on SII are excluded, and so are the Basque Country and Navarra, which have TicketBAI and their own rules. Companies paying corporation tax must comply from 1 January 2027 and all other businesses from 1 July 2027, after the deadlines were pushed back in December 2025.

Questions

What people ask about VeriFactu.

Do I have to change my invoicing software for VeriFactu?

Only if your current program is not adapted. Since 29 July 2025 software makers may only sell adapted programs, and each must publish a declaración responsable saying it complies. Ask your provider for that declaration, or look for it on their website. If you invoice with an older desktop program, check that the vendor has released an adapted version before your 2027 deadline.

What if I invoice from Excel or Word?

The AEAT says a word processor or spreadsheet used only to type and print invoices is not an invoicing system under these rules. It becomes one if you set it up to produce results such as VAT books or accounting records from those invoices. Handwritten or carbon-copy invoices are outside the rules too. Many autónomos who rely on templates will still find a small adapted program easier, and the AEAT offers a free invoicing app.

What happens if I don't comply?

The General Tax Law sets a fine of 50,000 € per tax year for using software that does not meet the requirements, or a certified program that someone has altered. Software makers and sellers face 150,000 € per year and per type of program. These fines apply once your deadline has passed: 1 January 2027 for companies and 1 July 2027 for all other businesses. Penalty rules can change, so check the AEAT pages before you rely on these figures.

Does it apply to autónomos in estimación objetiva (módulos)?

The official pages we checked do not list módulos as an exclusion. The exclusions they name are SII users, the Basque Country, Navarra and people with no duty to invoice. Several advisers say activities in módulos that don't issue invoices fall outside, while any invoice you issue with software does count. Treat this as open and confirm it with your gestoría or the AEAT for your activity.

Do I need to send every invoice to Hacienda in real time?

No, you choose. In VERI*FACTU mode your program sends each record as you invoice, and you skip the duties of storing and exporting records. In the other mode your program signs and stores the records with an event log, and you hand them over only when the AEAT asks. Both modes are legal as long as the software is adapted.
